“De eerste code wordt voortaan door het multidisciplinair team toegekend. Dat gebeurt op basis van criteria die voor heel Vlaanderen dezelfde zijn. Dat is nieuw: tot nu toe waren er geen centraal opgelegde criteria en werden de teams maar in beperkte mate ingeschakeld voor de toekenning van de urgentiecode. Tweede nieuwigheid: er is nu ook een subjectieve urgentiecode. Daarin geeft de persoon met een handicap zelf aan hoe dringend hij de vraag ervaart.’
De bedoeling van de gecombineerde code is om een beter beeld te krijgen van de dringendheid van de zorgvraag. ‘De eerste code geeft aan hoe neutrale specialisten er, op basis van objectieve criteria, over denken. Zij kunnen bijvoorbeeld code 1 toekennen, wat betekent: zeer dringend. Maar het is goed mogelijk dat de persoon met een handicap liever nog een tijdje thuisblijft, en voor zichzelf een code 3 toekent.” — VAPH, handblad nr. 33, maart 2008 –
